This printed circular documents a public meeting held in Guadalupe County to respond to instances of enslaved people escaping their enslavers in order to reach emancipation in nearby Mexico. The creators of the document suspected Mexicans of lesser means of involvement in the escapes. Two committees were appointed, one to serve as a police body in the county and the other to investigate those who might have supported the enslaved people with arms, ammunition, or provisions.
