State Bill 96 & State Bill 105 Part 1-2, February 19, 1975
This recording is part one of two of a Texas Senate Education Committee hearing held on February 19, 1975. Chet Brooks presents his bill SB 102 and fellow senator Jack Ogg's bill SB 96, both regarding bilingual education in Texas. Brooks addresses that the bilingual education laws enacted by the Texas legislature in 1973 were passed before the kindergarten education level was added to Texas schooling. Because bilingual education should start at the first point of contact with children in the educational system, SB 96 and SB 102 are designed to add the kindergarten level to the bilingual education program.
Jose Cardenas from the Intercultural Development Research Association (IDRA) presents a majority of testimony in favor of the bill. Cardenas cites that the implementation of bilingual education has been slow and has not been implemented in the same manner across school districts based on varied local interpretation of the laws, thus necessitating corrective measures for the bilingual education program such as those in SB 102. Additionally, James LeMond, coordinator of bilingual education in the Fort Worth school district, and Brad Duggan from the Texas Association of School Boards both provide testimony that supports the positive effects of bilingual education legislation from 1973 as well as ways the legislation could be improved.
