This recording is part 1 of 2 of a conversation with Jose Camacho and Michelle Gus Zamora recalling their times working with Carlos Truan and Chet Brooks on bilingual education legislation. During the 1971 legislative session, Truan was not recognized by Speaker of the House Gus Mutscher because of his membership in the Dirty 30 in the wake of the Sharpstown Scandal. Truan and Brook's mandatory bilingual program legislation passed in 1973, and in 1974 Zamora began to work with Chet Brooks to study how the program was being implemented. She states that it largely was not and that bilingual education was used or interpreted to be segregation of Mexican American children in schools. Truan was first introduced to the idea of supporting bilingual education while helping coordinate hearings through LULAC in Corpus Christi for Senator Ralph Yarborough on bilingual education. Knowing he had to take small steps, Truan initially designed permissive legislation to overcome the barrier against speaking Spanish in schools.
