J.W. Edgar Part 1, February 15 1979
This recording is part 1 of 2 of an interview with J. W. Edgar on February 15, 1979. J. W. Edgar reflects on the political and legislative context for the introduction of bilingual education bills, but points out that the major reason bilingual education bills passed was due to the increase of representatives that supported such legislation. Other factors such as court cases against segregation, the HEW memorandum, and other events may have had an affect on the bills' passages, but not a significant one. Discussing The Challenge and the Chance report, he cites that it was an excellent study, but not realistic in all of its recommendations, especially those that sough to expand the Texas Education Agency's oversight. Edgar also mentions LULAC's Little Schools of 400 as an initial effort to deal with the language barriers in schools. Once school segregation was no longer allowed, the language barriers for some students became more prevalent, prompting a need for action.
