This recording is part 2 of 2 of an interview with Joe J. Bernal on February 19, 1979. Former Senator Joe J. Bernal discusses how Carlos Truan and himself were pro-civil rights, and thus against the Texas establishment. Speaker of the House Gus Mutscher however, was particularly pro-lobbyist and pro-establishment. Due to the Sharpstown Scandal and the formation of the Dirty 30 group, Truan and Mutscher were at odds. Mutscher inevitably was indicted and new leadership came to power in the legislature, but Bernal believes that even if such had not occurred, they would still have been able to pass bilingual education legislation. Bernal also discusses the rise of La Raza Unida party in Texas out of a desire to bring Chicano social movements into a political party. At most, La Raza affected legislative races in Texas by allocating votes that would have gone to Democratic candidates, such as Bernal, to La Raza candidates. Bernal questions whether it is worth it to fight the system on a third party basis or rather fight internally within a major party, preferring the latter.
