Carlos Truan Part 2, February 20 1979

This recording is part 2 of 3 of an interview with Carlos F .Truan conducted on February 20, 1979. Truan states that after he had been elected, Severo Gomez from the TEA had asked him to become part of an advisory committee on bilingual education to draft recommendations to the legislature. The Texas State Teachers' Association remained mostly on the sidelines until Representative Menton Murray presented a bill identical to that of Truan's. Truan believes that TSTA wanted to take the bill away from Truan and thus be able to make bilingual education programs weaker. Truan's bill triumphed, allowing Texas to implement bilingual programs and receive federal funding for such. In 1971, Truan attempted to pass legislation that would provide state funding for bilingual textbooks, teacher training, and salaries, however Speaker of the House Gus Mutscher refused to acknowledge him on the House floor. Mutscher had been implicated in what would be known at the Sharpstown Scandal. Thirty members of the House pushed for a full investigation of the matter and came to be known at the Dirty 30. Due to Truan's membership in this group, Mutscher refused to recognize Truan and let the bilingual education bill for 1971 die.
