Representative Raul Longoria discusses how bilingual education legislation's passage was encouraged by federal initiatives that provided federal funding. Additionally, the threat of taking away federal funding unless certain actions are performed also encourages states to follow guidelines. Longoria notes that in the San Antonio v. Rodriguez case kids were not receiving equal education and he believed bilingual education would be able to help some of those affected. For kids that did not speak English, having bilingual education when they first enter the school system would be able to help them enter into the regular English curriculum.
