This recording is part 2 of 2 of an interview with Jose Cardenas on February 28, 1979. When discussing Governor Dolph Briscoe's influence on the funding of the bilingual education bill in 1973, Cardenas states that what Briscoe said and advocated were two different things and that many politicians when addressing Mexican American will show support for issues relevant to the Mexican American community but will not necessarily advocate for those issues. Additionally, the governor being elected under a promise of no new taxes and the bilingual program lacking evidence for what it would cost also affected the funding of the program. Cardenas also argues that setting an age limit for the bilingual education program is counterintuitive because there are children that have limited English abilities beyond the grades the program is applied to. Additionally, Cardenas discusses how English immersion programs are traumatic to children. Such programs are successful in areas like the military and higher education because they are for adults that have a secure understanding of what they are undergoing. However, children who are in the formative years will not have a clear understanding for why they are forced to not use their native language. To Cardenas, bilingual education is the superior response to limited English ability.
