Manuel Garza recalls working with Bob Allen during the 63rd legislative session to push for adult education programs. By packaging the adult and bilingual education programs together, they had a better chance of being passed. Although TEA accepted the recommendation to implement adult education as a state program, Garza recalls that they never really had TEA's support. Garza also points out that Severo Gomez, an assistant commissioner at TEA, received his position through politics and pressure by the Mexican American community. In 1969, Garza admits that they almost lost the permissive bilingual education legislation. However, Garza went to talk with Speaker of the House Gus Mutscher and told him that if he has any higher political aspirations he needs to be receptive to the Mexican American community. With time running out in the session, Carlos Truan and Joe Bernal focused on passing the bill without funding in hopes of getting funding in the next legislative session. LULAC and Garza did everything they could to help Truan during his start as a representative, but in 1971 Truan came into conflict with Mutscher in the wake of the Sharpstown Scandal. Had the Sharpstown Scandal not occurred, Garza believes they would have been able to pass bilingual education legislation due to prior agreements with Mutscher.
