This recording is part 2 of 2 of an interview with Manuel Garza on March 9, 1979. Manuel Garza recalls how he scrambled to find a formula to calculate what level of funding needed to go towards bilingual education. Unable to acquire a formula, Garza asked for funding that he knew they would need to get by with for adult education and left the remainder to bilingual education. Garza also recalls that TEA had priorities other than passing bilingual education, so they were not of much aid. Additionally, TEA could not lobby for legislature but rather provide professional opinions on legislation at the request of the legislature. The only members that would push for legislation were those on the State Board of Education because they were elected to their positions.
