In the first recording on this tape, Jose Vega has a phone conversation with Paulette Alexander who explains the legislative budget process. In his outgoing speech, Preston Smith recommended an appropriations amount for bilingual education, but because their is very little impact of the actions of an outgoing governor on an incoming one, the recommendation was more of a symbolic statement. TEA has the authority to make funding requests for programs, however ultimately the power of assigning a budget for programs is determined by the appropriations committee.
In the second recording of this tape, Jose Vega has a phone conversation with Joe Bernal in hopes of getting connected with other figures that are relevant to his research. Bernal also states that Severo Gomez' appointment as assistant commissioner was a result of pressure by Mexican American groups towards the political system.
