TEA has the authority to make funding requests for programs, however ultimately the power of assigning a budget for programs is determined by the appropriations committee. In the second recording of this tape, Jose Vega has a phone conversation with Joe Bernal in hopes of getting connected with other figures that are relevant to his research. Bernal also states that Severo Gomez' appointment as assistant commissioner was a result of pressure by Mexican American groups towards the political system.
