Bob Allen recalls the efforts to pass adult education legislation in 1973. In 1973, both adult education and bilingual education bills were promoted together, with the adult education bill even having a provision for bilingual education within it. Allen also discusses how TEA testimonies for the legislature are formal and mostly to present facts and figures to committees. The majority of lobbying however is behind the scenes. Previously the state board of education had recommended legislation for adult education. Carlos Truan had expressed interest in adult education and Bob Allen approached him to sponsor such legislation. The bill was unable to be passed in 1971 due to the grudge between Truan and Speaker Gus Mutscher, however in 1973 Truan introduced the bill early and got so many cosigners that it had enough votes to pass.
