Ralph Yarborough, March 27 1979
Ralph Yarborough discusses passing a bilingual education federal program in 1967. Initially his legislation was geared specifically for Spanish, but was later amended to include other languages as well. A special bilingual education subcommittee was created and held hearings in various states that needed the program. Carlos Truan was involved with the hearing in Corpus Christi and subsequently became a leader for bilingual education on the state level in Texas. Yarborough also discusses the importance of education, especially during the Cold War. Out of fear that the Russians would surpass Americans in science and engineering, various legislation was created to aid students going to college.
