Harvey Owen, April 1 1979
Harvey Owen from the Association for Continuing Adult Education recalls the passage of the adult and bilingual education bills in 1973. Owen credits lobbying efforts such as contacting representatives and testifying before committees as being instrumental towards the passage of legislation. Although the bills did not have unanimous support, they did have a lot. The Johnson administration had set up adult education on a national scale, however with Texas' high educational needs, state funding was needed as a supplement. Because a large amount of adults needing education were Mexican American, Owen knew he could rely on Truan to work in the benefit of his own people and carry adult education legislation. Chet Brooks could also be relied on because he was already sponsoring education bills, especially in vocational education.
