Richard Hooker, associative executive director of the Texas School Board Association recalls that the association was not comfortable with bilingual education and that the average school board member was not ready yet for such a program's implementation. However, school boards approved bilingual education legislation in its final form. Hooker does not recall TSTA as having a major impact towards bilingual education, stating that they were focusing on a school finance bill at the time. In 1973, the Texas legislature passed bills for adult and bilingual education, however they lost funding during the appropriations process. Governor Dolph Briscoe supported both bills and because a governor's power is magnified towards the end of a legislative session, Briscoe was able to influence the refunding of both bills. Matt Garcia states that Carlos Truan was able to get 77 cosponsors on his bilingual education bill for various reasons such as Truan's position as a committee chair and other representatives wanting to save face with their Mexican American constituents.
