Carlos Truan Part 1, July 3 1979
Carlos Truan recalls his attempts to pass bilingual education legislation in 1969 and 1971 with Joe Bernal. Truan explains that once a bill gets through one chamber of the legislature, the sponsor in the other chamber substitutes that bill for theirs. Thus because Truan's bill in 1969 had passed in the House before Bernal's had in the Senate, Bernal needed to replace Truan's bill for his. Truan also recalls in 1969 that the Texas State Teachers Association had very little part in supporting the bilingual legislation until they had another representative Menton Murray to sponsor a bill identical to Truan's. However, since Truan's bill was filed first and Truan had friends in the education committee, his bill gained more traction. The next session in 1971, Truan had a falling out with Speaker of the House Gus Mutscher. Truan had agreed to vote on a tax bill for Mutscher if Mutscher would help with Truan's bilingual education bill. However, Mutscher fell short on his promise and refused to recognize Truan on the House floor. Truan also recalls a luncheon held in support of returning funding for adult and bilingual education programs after they had lost their funding during an appropriations committee meeting the night before in 1973.
