This recording is part 1 of 3 of a Texas Senate Education Committee hearing held on May 13, 1981. The committee discusses Carlos Truan's bill SB 477 for additional provisions to the bilingual education program in Texas. Truan presents a substitution to his original bill which stipulates that bilingual education would be mandatory for the elementary grades with higher grades up to the eighth grade being optional with state funding. The bill also provides that at least 20 students within a grade level must be identified with qualifying for the bilingual program before a school is mandated to implement the program and that districts may apply for a temporary waiver of the program if they are currently unprepared to implement it. Testimony is presented by Victor Bonilla and Roy Ontiveros, Sr. Bonilla claims that bilingual education should not be mandatory for children and that the needs of children in Dallas are not being met with the bilingual education program. Ontiveros claims that the bilingual education program is a remedial program and that children should be learning English rather than Spanish.

This recording is part 3 of 3 of a Texas Senate Education Committee hearing held on May 13, 1981. Rejoining after a recess, the committee considers Bob Vale's HB 48, which amends local co-op teacher programs regarding funding for student teacher centers, and Carlos Truan's SB 477. Senator Leedom argues that parents should have the choice of whether or not their student should be enrolled in a bilingual education program, otherwise parents will take their children out of public schools and enroll them in private schools. The committee votes to change SB 477's language to provide that parents are made aware of the program and of the appeals process if they are dissatisfied with their child's enrollment in the program.
