Carlos Truan Part 1, undated
This recording is part 1 of 2 of an interview with Carlos Truan in the early 1980s. Truan relates the events of the past legislative session in 1981 regarding bilingual education, including SB 477. Truan also states that he cannot count on the TEA staff and that Commissioner Bowen was against bilingual education. Additionally Severo Gomez has remained passive instead of taking a leadership role in promoting bilingual education. Overall, Truan describes the TEA as an agency that does no more than what it thinks needs to be done. Truan believes that SB 477 has provided the Texas Attorney General defend the state and TEA to say they made a good faith effort in expanding bilingual education after a federal court order had mandated bilingual education programs.
