Carlos Truan Part 2, undated
The first recording on this tape is part 2 of 2 of an interview with Carlos F. Truan in the early 1980s. Truan plans to assign his assistant Jesse Bernal with compiling the additional information Jose Vega needs from Truan to complete his book. Truan relates his fears about the future of bilingual education. The legislature had given the state board the authority to determine criteria to identify students that should be enrolled in the bilingual education program, however the board has given schools too much latitude for implementation. Also with an increased focus on ESL and English immersion programs, Truan worries that schools will opt out of the bilingual education program in favor of an ESL program. Additionally the Reagan administration has started to withdraw measures for mandating bilingual education. The second recording on this tape is a conversation with Jim Sanders from the Legislative Reference Library on May 11, 1982. Vega is calling to seek documentation from the legislative session in 1975 regarding bilingual education legislation. The third recording on this tape is a conversation with a woman who suggests Vega get in contact with Gloria Zamora and Jim Sanders.
