Paul Moreno recalls that every person connected to the education of children in Texas was more or less in favor of introducing bilingual education legislation. He also states that politicians in Texas understood the need for such legislation and without their aid the bill would not have passed. However state leadership figures like Gus Mutscher, Preston Smith and Ben Barnes were not in favor of such legislation. Bill Clayton was also against the legislation to the extent that he introduced his own legislation which would make teaching in a language other than English a misdemeanor. However in 1973, leadership changed hands and Price Daniel, Jr., who Moreno recalls as sympathetic to the plight of the working man, became the new Speaker of the House. Moreno recalls Briscoe being in favor of the bill, but not publically as it was not publically expedient to do so as well as Chet Brooks, the Senate sponsor, being a personal friend of Chicanos and Blacks in the House and sympathetic to their causes.
