Biographical / Historical
Town Meeting 1 (TM1) was a political event organized by and for Houston's LGBTQ+ community and held on June 25, 1978 at the Astroarena (now the NRG Arena). It was the culmination of Houston's first week-long Pride celebration and about 3,500 people attended. TM1 was planned by the Town Meeting Coalition, a group co-chaired by Steve Shiflett, W. Charles Law, and LaDonna Leake. Ray Hill was the project coordinator, Ginny Apuzzo was elected chair of the event, and Frances "Sissy" Farenthal was the keynote speaker.
Town Meeting 1 was announced to the public in April of 1978, then Wilde ‘N’ Stein bookstore hosted two workshop series in May of 1978, which gave community members the opportunity to speak on what they considered to be the most important issues facing the LGBTQ+ community. The input from the workshops was then drafted into proposed resolutions, which were published in a Participants' Workbook and disseminated ahead of the event. The resolutions covered topics like LGBTQ+ people with disabilities, job security, healthcare, LGBTQ+ parental rights, police violence against or inaction to protect the LGBTQ+ community, internal community prejudice and biases, LGBTQ+ people serving in the military, public education initiatives, and legal reform of laws that discriminated against the LGBTQ+ community.
At the meeting, Ginny Apuzzo led an open forum-style discussion over the proposed resolutions in the Participants' Workbook. The discussion and debate was open to everyone, but only those residing in Brazoria, Fort Bend, Galveston, Harris, Liberty, Montgomery, and Waller counties were eligible to vote on the resolutions. The proposed resolutions passed without significant changes to the original intent. Representatives of over 40 LGBTQ+ groups staffed tables on the floor of the Astroarena as well, and the event helped to coalesce the Houston LGBTQ+ community, providing opportunities for connection, networking, strategizing, and organizing as a group. The resolutions passed at Town Meeting 1 directly led to the establishment of important LGBTQ+ organizations in Houston, many of which are still operating today, including the Montrose Clinic (now Legacy Community Health), and Montrose Counseling Center (now the Montrose Center). TM1 also contributed to the founding of the Gay and Lesbian Switchboard (now LGBT Switchboard Houston), Q Patrol, the Gay Chicano Caucus (later known as Gay and Lesbian Hispanics Unidos) and the Montrose Sports Association (now the Montrose Softball League Association).
