Garza recalls how in 1973 Jack Ogg, Tati Santiesteban and Chet Brooks all had bilingual education legislation prepared, but through compromise the bill was given to Brooks to push through the Senate. Meanwhile in the House, Truan had an informal agreement that Speaker Price Daniel, Jr. would help promote the bilingual education bill since Truan had helped with Daniel's campaign for Speaker.

Manuel Garza recalls how he scrambled to find a formula to calculate what level of funding needed to go towards bilingual education. Unable to acquire a formula, Garza asked for funding that he knew they would need to get by with for adult education and left the remainder to bilingual education.
